These are the transcripts of acts and resolutions passed by the General Assembly; signed by representatives of the Senate and the House of Representatives; and approved, dated, and signed into law by Governor James Garrard. Included are an act providing for the first Governor's Mansion and an act regarding the resolution of the boundary dispute between Kentucky and Virginia. Acts pertaining to the formation of new towns and new counties from old ones are also included.

James Garrard was Kentucky's second governor and the only governor to succeed himself. He served from 1796 to 1804, and was a Jeffersonian Republican. Garrard was born in Stafford County, Virginia on January 14, 1749. After holding several local offices, he was elected to the Virginia House of Delegates in 1779.
